Regulation
The mission of the championship is to promote mountaineering.

1. TIME AND LOCATION

The mountaineers are eligible to climbing during the period from
 1st January to 15th November 2003 in the mountains all over the globe.
 The evaluation of climbing reports and organization of championship
 will be held on 22 November 2003 in the Vilnius Club of Travellers.
 Address: Kalinauskas str.9, Vilnius, Lithuania.

Management of the championship will be organized
by Lithuanian Mountaineering Association. 

2. TERMS OF CHAMPIONSHIP

2.1. Members of the teams should be citizens or permanent residents of Baltic States. 

2.2. The Championship is going to be held in three categories:

	- technical category (climbs up to 6000 m)

	- high mountain category (climbs above 6000 m)

	- treks in the mountains.

2.3. Teams should consist of:

	- no more than 8 members in the technical category,

	- no more than 12 members in the high mountain and treks categories.

2.4. The scope of the report: passport of the ascent with the photo of the summit.
 The route of the ascent must be marked on the photo. In treks category
 the traditional report is submitted.

2.5. Reports should be submitted to the Jury no later than by 12.00 of 22 November 2003.

3. DETERMINATION OF WINNERS

3.1. Determination of the winners shall be performed in the following way:

	- when there are 5 or more participants in each category – 3 awards are given,
	when 4 –  2 awards, when 3 – 1 award. If there are less than 3 teams,
	Jury decides unilaterally the number of awards for the participants.
	Determination of the team-winners is the  prerogative of the Jury
	(the Jury consists of 6 members -  2 members representing  each state).

3.2. Assessment of the ascents and routes by the Jury is based on the submitted
 reports and additional information provided by the representatives of the countries and teams.

3.3. The Jury decides on the awards to winners by secret voting.

3.4. The Jury can allocate additional prizes for a team (for originality and
  novelty of the route, the quality of the report, etc.).

3.5. Three best ascents (routes) are chosen in each category by countries:
 the first  place gets 10 points, the second place – 8 points and the third
 place – 7 points, etc. In the case of equal results the advantage is given
 to the country with most first prizes awarded, then with most second prizes, etc.

4. AWARD CEREMONIE

The winner in each category gets the team award and a diploma for each team member.

5. APPLICATIONS AND PROTESTS

Written reports on ascents submitted to the Jury are considered as applications.
 Appeals against the assessment of the Jury are accepted within 2 (two) hours after
 announcement of awards. Three extra members (one from each state) shall be added to
 the Jury for the examination of appeals.

6. COSTS

All costs related to the participation in the championship shall be covered by the  participants.
 The fee per person is 10 EUR. 2 members of the Jury from each country and the President
  shall be exempt from the fee.
